As thin as this CIA case file is, it's still marked 'Eyes Only' and requires Top Secret or higher clearance to view. Even asking about it tends to create a great deal of eyeshifting and footshuffling in an otherwise silent room.
Tango Whiskey Zero-One
Case Manager: Captain Porter (Reassigned as of 11/31/2012)
Viktor Stanislav (henceforth referred to as Whiskey Zero-One) is currently ranked eleventh in our HVT list. WZ-1 got his start as a young man working as a runner for Ukrainian street gangs in Odesa. His actions brought him to the attention of the Ministry of Internal Affairs, who offered him a deal. Enlist or go to prison.
Six weeks later, WZ-1 was serving as a conscript in the Ukrainian Ground Forces. After a five year term, the Ministry brought him on and trained him as a counter-intelligence agent. At the age of twenty-five, WZ-1 was hunting down our best agents and exterminating them like rats.
It took more than a decade for us to successfully execute a major operation in the area. We received intel that WZ-1 had gone undercover as a member of an organized crime syndicate. Captain Porter, an agent recently pulled from black bag detail, was sent in to take WZ-1 down. Our agent and his asset were able to falsify evidence supporting claims that WZ-1 was involved in theft and smuggling operations, playing both the Ministry and the syndicate against each other. All three were burned by Ukrainian intelligence agencies and forced to flee the country. Upon his return, Captain Porter received an official reprimand for disobeying a direct order to [REDACTED].
These actions opened up new opportunities, not only for our agency to plant roots in the Ukraine, but for WZ-1 to put his accumulated skills to use. Now in his forties, he worked as an assassin and saboteur for several years before making a power play and seizing control of a small criminal organization. By investing his own assets, he was able to quickly form a comprehensive network of informants and suppliers that evolved into a thriving black market for arms and equipment. With shrewd management, his organization has continued to grow. Though WZ-1 is not aware of it, we have made several purchases from him when other options were even less desirable.
Now, for the first time since leaving Odesa, WZ-1 appears to be planting roots of his own. He's purchased a casino and brothel in Morocco using funds that seem to have appeared from nowhere. This apparently legitimate power play is likely a cover for more smuggling operations. Intelligence gathering is underway, and pertinent information will be distributed on a need to know basis.
Killing People
Simply put, Viktor is very good at what he does. He's served as an infantryman, counter-spy, and hitman. All are professions that involve a lot of time spent in practice rings and firing ranges. He's an expert hand-to-hand combatant, and is known for keeping several weapons concealed on his person. His entire life revolves around guns, so it's no surprise that there are few in the world who can match his ability to handle one. He's a ruthless fighter who's not only willing, but is eager to kill when the occasion calls for it.
Hurting People
Sometimes Viktor needs things from people. If they aren't cooperative, he's very good at motivating persons of interest. He isn't known for his patience, though. He's likely to go straight for whatever is most painful and start cutting. Family, friends, genitals. Whatever's clever.
Organized Crime
Building and operating a criminal organization is not unlike running a small corporation. You've got employees to pay, goals to achieve, and meetings to attend. Of course, there's an inherently higher risk that people will die at your meetings. Luckily for Viktor, his people are usually the ones doing the killing. He runs his operation with an iron fist, motivating employees with a combination of fear and excessively large paychecks.
His specialty is arms and military hardware. If you're a criminal and you need equipment in Europe, chances are good that his fingers have been in your pie at some point. He has a reputation as the man who can get anything, usually on short notice, and he's never broken a deal.
Mysterious Benefactor
Approximately two years ago, Viktor suddenly gained access to what appears to be a bottomless bank account. He's used this windfall to expand his arms trade, hire new staff, and take over a casino. Whenever a problem arises, he seems to be able to throw money at it until it disappears.
Private Army
While he employs a casino staff, a bevy of prostitutes, and the usual retainers required for his small front businesses, the bulk of Viktor's employees are muscle-bound men with little or no neck and a proclivity for violence. While some of them have a specialty, most are fairly mundane.
Here are a few who stand out:
Marishka Stanislav - Viktor's wife appears to have no notable skills or assets other than a surprisingly comprehensive knowledge of her husband's activities and inventories.
Amber Theiss - An American citizen of German ancestory, Amber left the country to travel abroad and defected after Viktor kept her locked in a dog's cage for several weeks. Originally a pediatric nurse, her knowledge of the human body has been refined into a very deadly weapon. She's now Viktor's personal torturer, a dangerous woman with dead eyes, suprisingly steady hands, and extremely precise knife skills.
Argyle - No solid information is available on the man known only as 'Argyle'. Surveillance indicates that he's very large, very mean, and is apparently impervious to pain. He commands Viktor's private security teams.
Lots of Guns
If it fires a bullet, launches a grenade, or shoots a rocket, Viktor can get his hands on it. Chances are good that he already has several of whatever you're looking for. He carries popular items like M4s, AK-47s, RPG-7s and body armor by the thousands.
The best gear is reserved for himself, his private army, and his preferred customers. He occasionally even gets his hands on prototypes and discontinued production models. His personal sidearm is a compact automatic pistol that fires caseless ammunition from a forty round clip.
Terrifying Reputation
Everywhere he's been, Viktor has left his mark. Bodies. Lives ruined. Entire corporations brought down. People know his name, they know his face, and they know exactly how dangerous he is. Many from personal experience.
War Wound
A piece of shrapnel from an explosive planted by Kyle Porter left Viktor with a damaged larynx. While he's able to speak, it's painful for him to do so and his voice has a quiet, raspy, otherworldly quality. He hates repeating himself, so when he talks, people tend to listen.
Anger Management
Viktor's life has been ruined a bunch of times. First he was forced to join the army. Then he was forced to be a counter-intelligence agent who hunted and killed spies. By the time he was done working for his government, killing had become his core genius; the one thing that he was so good at that it came effortlessly to him.
It's easy to get Viktor angry. You wouldn't like him when he was angry.
HVT
A byproduct of Viktor's activities is that he's attracted a great deal of attention. The CIA, MI-6, MSS, ASIS, and KAPO all have eyes on him in one way or another. The CIA is by far the most thoroughly involved, having long ago staked a claim on his collar.
His movements are watched, his conversations are listened to, and he knows it. He takes some precautions, but for the most part he sees himself as untouchable in his new position.
